Per Section 2 General Information for Providers we are requesting that the awarded service provider will enter into individual contracts with each of the twenty-seven entities and must charge each entity equal recurring monthly costs. Only a single Attachment C document should be submitted with the bid. We will assume Attachment C to be pricing for a single entity.
We will evaluate costs using the following:
The total cost of the contract will be calculated by taking the monthly recurring costs * 33 locations * 12 months * 4 years + one time non recurring costs + non-erate eligible costs.
Monthly Recurring Cost: Pricing should reflect what the monthly contracted rate would be for any entity in the DVLG consortium. Example: If monthly recurring 1Gbps costs for Seward Public Schools is $1000 per month, we would expect each entity in the consortium to be billed $1000 per month for 1Gbps service by the provider.
Non Recurring Costs: Pricing should reflect all one time non recurring costs. Example: If the provider has expenses of $50,000 of build out expenses this should be defined as a one time non recurring cost of $50,000 over the life of the agreement.
Non-ERATE Eligible Costs: Pricing should reflect any non-related eligible expenses. Example: If the provider has expenses of $50,000 of non-ERATE eligible costs, this should be defined as a one time non-ERATE eligible cost of $50,000 over the life of the agreement.
One-time Fee to Increase Bandwidth: Pricing should reflect any fees to increase bandwidth to the next level. Example: If a school signs a contract for 1Gbps and needs to upgrade to 2Gbps of service, define what the costs would be for the provider to make the increase.

Our existing contract expires June 30th, 2022. We want to start new service July 1, 2022.

Special Construction is allowed to begin before the start of the service start date, however, there is no guarantee when we will receive an FCDL for all the participating entities. Each participating entity will have a signed contract with the service provider and therefore will file their own Form 471 application to request Erate funding.

Yes, as long as it fits the RFB requirements allowing traffic from each entity to be segmented back to Nebraska Hall. (ex. The broadcast traffic from one entity should not touch any other entity.) Also, DVLG WILL NOT coordinate customer VLAN tags with the provider; the provider must either tunnel the customer VLAN tags through the provider network or must leave the customer VLAN tags unchanged from end to end.

No, each school will have a minimum of 1 Gbps and will have the option to increase bandwidth after seeing pricing.
At 12:06 PM on November 15th, registered vendors were sent an email with a link to the video conference. The purpose of the RFB Conference on Thursday, November 18, 2021, at 10:00 AM, is to clarify the intent of this RFB, present the general concept of the services requested, and answer vendor questions. Per RFB section 3.1.1 WAN services "A successful service provider will provide entities with managed connections from the entity site to Nebraska Hall located at 901 N 17th St. Lincoln, NE 68508, using 100% fiber optic cable."
